While Virgin was number one, the ABC came in as the second most popular destination for would-be job seekers, despite job losses at the state broadcaster in the past 12 months.
The rankings are part of the annual Randstad Awards, undertaken by the recruitment agency, which measure the relative attractiveness of organisations..
The Department of Immigration, the Seven Network and the other big Australian aviator, Qantas, rounded out the top five.
Randstad said it surveyed 12,000 Australians (among 225,000 worldwide) and asked them a series of questions about which companies they had heard of, how much they would like to work there and why.
"It is more important than employee surveys because it says where people would like to work and how organisations can make themselves attractive to job seekers," Randstad employment analyst Steve Shepherd said.
Randstad said the company brand was crucial to recruiting new staff, who consistently listed long-term job security, competitive remuneration, strong workplace culture, interesting role content and job satisfaction as the top five issues when looking at an organisation.
"An employer brand is known as an organisation's 'billboard', and with the modern, savvy individuals of today, having a wealth of information at their fingertips about organisations and their values, they will just take a quick look online and find a myriad of people telling stories, good and bad, about the organisations they work for," Randstad Australia chief executive Frank Ribuot said.
The list features government agencies or government-run entities, with six making the list, while fast-moving consumer goods companies and the two top miners are also popular.
With Virgin Australia taking the top accolade and Qantas performing strongly, the aviation sector was the most attractive industry, with 45 per cent saying they would like to work for those companies.
However, the list only includes the largest 150 employers, so many fast-growing companies, particularly in the technology sector, are not included.
While the selection of the Department of Immigration might be surprising, Mr Shepherd said that it could reflect a perception of the department's stability.
