All councillors received an email earlier this week from Wagga Wagga lobbyist Trudi Beck, asking them to add their voice to the mix.
It came a month after Orange City Council voted a similar motion down, citing unknown costs and pre-existing efforts to help the environment.
Cabonne mayor Kevin Beatty said the email required consultation with the general manager and councillors at a workshop next week, indicating he had concerns about both the economic and political implications.
"It's very emotional and highly-charged for some people," he said.
About 30 other councils have voted in favour of the declaration in an effort to reduce carbon emissions and Cr Beatty said those decisions would also be taken into account.
"Obviously climate change is affecting the world, but it's about what's good for Cabonne," he said.
