The Council has submitted a Council Improvement Proposal with the Independent Pricing and Regulatory Tribunal (IPART), which was appointed by the Government to assess whether councils meet its Fit for the Future requirements.
In doing so, Cabonne has rejected the option of merging with Orange City Council as recommended by an Independent Local Government Review Panel.
Mayor Michael Hayes said the Council was confident Cabonne's stand-alone submission would demonstrate this option was in the best interests of residents and ratepayers.
Cr Hayes said ths option is superior to a merger with Orange.
All of the State's 152 councils were required to submit Fit for the Future proposals to IPART by June 30.
After assessing whether councils are "fit" or "unfit", IPART is expected to make its recommendations to Local Government Minister Paul Toole in October.
