With Ms Hutchinson playing a driving role, the TLC has blossomed from humble beginnings in 2001 to a $30 million organisation which protects the habitats of a number of threatened species including the Tasmanian devil.
Three more award winners were announced at the Hobart ceremony including 20-year-old Launceston man Zac Lockhart, who was named Young Tasmanian of the Year for his efforts in helping those experiencing homelessness and mental health issues.
Homeless at 16, Mr Lockhart has since managed to not only find a home but also study full-time, find casual employment, start up a business and release the short film The Flourish A-B-C of Mental Health.
Dynnyrne glaciologist Professor Ian Allison was announced as Senior Tasmanian of the Year for his contribution to climate science, a field he has worked in since the 1960s.
Tasmanian Local Hero was awarded to Queenstown printmaker Raymond Arnold, whose work can be found in museums in London, Paris and the National Gallery of Australia.
All four winners are now finalists for the national awards which will be announced on January 25 next year.
