Alliance spokesman Harrison Burkitt said Water NSW had chosen contractor GHD to carry out investigations.
During the Orange byelection campaign, Water Minister Niall Blair announced tenders had been called but the follow-up announcement on the successful company never occurred.
The alliance has written to Mr Blair, asking for more detail.
