The Flamenco tower stands at 31 metres tall and was built by a team of students and professors from the Netherlands and China called Structural Ice.
The tower is one of the main attractions at the Snow and Ice Festival in Harbin, China.
But it's no ordinary ice - wood fibres and cellulose were mixed in to make it three times stronger than simple frozen water.
The ice has an average thickness of 25 centimetres. Construction took two years, made difficult by the fact that temperatures were -25 Celsius.
Rather than a simple straight up and down design, the team partly based their plans on flowy Flamenco dresses which also billow at the bottom.
Relying on an unconventional building material meant the team also had to use unconventional techniques.
A plastic mould was inflated and ice was sprayed around it with hoses.
Once the ice refroze the mould was deflated, leaving the solid tower hollow.
At the base of the tower are six illuminated staircases made of transparent ice blocks.
The team trumped their own world record, which they set in 2015 with a 21-metre tower.
On 10 January, the tower was officially opened by the Dutch ambassador to China.
The same crew hopes to be involved in building ice sculptures for the 2022 Winter Olympics to be held in Beijing.
